There have ben anti-Eisenhower demonstrations. That the western nations are seeking war is direct converse of the truth. The whole purpose of the new defensive measures is purely defensive. Andhe terms of the North Atlantic Treaty are very narrowly and strictly worded, so that its military obligations only come into effect in the event of an actual armed attack on the territory or troops of the members. The historical facts are in themselves proof of this. For three years after the end of the war the western democracies did nothing to organize any collective security system. They drastically reduced their armed forces and their expenditure on defence. They worked on the assumption that they could count upon a long period of peace. Meanwhile the Soviet Union in the words of the British note to Moscow of January 8 "maintained in being vast military forces out of all pro-, portion to those retained by her wartime allies" Not only that but the east European states associated with Russia were welded into close military alliance. The ex-enemy states among them, were re-armed. And the armed forces of the whole coali-. tion were closely integrated with those of the Soviet Union. A formidable military machine was created in eastern Europe. For what purpose? It could not be for defence. For the only other armies in Europe were so small" and so uneuuipped that the very idea of their conducting an offensive against the east was ludicrous.
