These pin holes develop In various sections of a steel pipe due to corrosion inside where the chemical action of the water has found a weak point in the material of the pipe, and also from the outside where soil of certain types have been in contact with the pipe. A few inches from these pin holes the material strength has been found perfect. It is a very simple maintenance operation in plugging these pin holes and placing a metal or wooden clamp over to hold them in place. The most Important require-1 ment on this section of the water main is purely maintenance in having certain sections put in alignments; rotting timber supports replaced, and removal of threatening large trees or possible slides of rock and earth, to a sale distance. There has been no such work undertaken on this line to any extent for the last 20 years. It 'would require three additional men to the present patrol man, for three to four months each summer for the next two years to put this entire section in good condition. The enclosed photo, taken during this summer's maintenance operations will give you a fair idea of the danger points that must be rectified alonti certain sections of this line. 2 The 45" penstock is in a very good condition as far as material strength is concerned. On the occasion of the last break several years ago I inspected the inside of this penstock for a considerable distance in both directions and found it practi- cally free from corrosion blisters. The quality of material in this line Is truly remarkable. Power' Company, made a statement to the effect that the Company would not seek another franchise, my guess would be that ; they will be in the fight to the last. This referendum is not put before the people to rule out the Northern B.C. Power Company but to give it some opposition a protective weapon of defense for the citizens and local industry. There i.s some talk about going (Shopping for this electrical energy. Let us be practical, not theoretical. It is not like calling for tenders to paint the city jail. . ;This is big business involving1 surveys, expert hydro-electric en-' gineers and millions of dollars. Who are these other companies that would try to compete with the Power Corporation of Canada, this parent body of the Northern B.C. Power Company, particularly when this company purchased most of its capital assets in a pre-inflationary per-!iod? It is only a Public Utility that could compete and only , those on the grounds that they are not interested In profits. The B.C. Power Commission is the i most severe opposition fhey could have and I think the Power Company knows this at puny unui uieu uie tity mat trieir Falls River plant was a 5000 H P. installation. At the recent hear ing before the Utilities Commis sion it was admitted by a com pany official that the maximum delivered at any time was 4300 H P. The Company was not only supposed to supply the electrical energy required for this city but to maintain a reasonable surplus to meet Increased demands and within the last three years we have suffered three curtailment periods, some voluntarysome enforced. I would also like to point out that, in my opinion, whoever gets me irancnise to supply power, that a better deal than now ex ists at the Woodworth Lake power house be guaranteed the City so that an uninterrupted flow of water can be delivered to the city reservoir. This merry go-round whereby the City has to purchase power for the booster pump because the Power Company is drawing an excessive amount of water off the penstock seems ridiculous and the tune goes something like $5000 or $0000 per year.
