Well, even in these modern times, it seems it has its applications. We have an example right here in Prince Rupert. On December 13th, the citizens of Prince Rupert are being confronted with a referendum on the power supply question. We feel that in being faced with this vote at this time, the citizens are, as a matter of actual fact, being asked to "put the cart before the horse". And we sincerely feel that anyone who takes the time to sweep away the smokescreen that has been raised by the REFERENDUM'S SPONSORS, and Studies the situation, will wholeheartedly agree with us. Here's what we mean. When they go h polls, the citizens w not being asked to vote on whether or not they want Northern B Columbia Power Company to continue to supply power for Prince Rupert and district. Instead, their minds are being made up for them on this point. The question being put to them assumes that they don't want any further part of the company, and carries on from there. Would it not be more in line with the democratic process for them to make up their own minds? Would it not be putting the "cart" and the "horse" in their proper positions to give the citizens the opportunity to digest the findings of the Public Utilities Commission in its study of the company's case, when these findings are released. . Then ask the citizens if they want to continue to do business with the company? Wt think that it would, and cannot see how anyone who sincerely subscribes to the democratic process can think otherwise. Why are the citizens of Prince Rupert being forced to put the "cart" before tht "horst"? Wt simply ask that you search out these reasons, aM the reasons, weigh them and other considerations wt have put forth here. Then cast your ballot. . A "NO" ballot which will make it plain that you won't stand for having your mind made up far you by othtrs. A "NO" ballot which will assure that only when the time is right and ut, when tht "horst" is in front of the "cart", will you be prepared to deal decisively with such an important question as that of tht future of Prince Rupert's power supply. 44 ft t f i J '!
