With the possible exception of Italy, all nations taking parkin this conference are eminently Liberal in politics and in attitude. And Italy, reactionary though her political philosophy may be, is at present electrified into progressive thinking by the personality of Mussolini. The very presence of a man like Ramsay Macdonald at this conference, in the role of British premier, is indicative of the potency of the new Liberalism. It is a long distance from a cottage in Lossiemouth to the council chamber of the world's great powers. And the same thing that brought Ramsay Macdonald to power, brought about this present sweeping gesture of peace. It is a great humanization of ideas, a great new honest striving towards a fair-dealing that are setting the twentieth century apart from all other centuries as a period dedicated to progress, not only by the everpresent grace of God, but by the newly-acquired grace of man. And those nations that cannot and will not make open treaties of honest purpose, those nations that are not in this protest against outworn conservative thinking are proved decadent by their very absence from this conference. 1 The day of secret arrangements, of closed-door confer-' ences and plots of conquest has given way to a day of open-minded thinking and frank discussion. The whole world! listened in on this morning's confernce. By the benefi-j cence of radio science, the masses have now come to the ' council table.
