DAILY EDITION, =" SQ@UersSaturviay, Oot. £8, 1919. Archbishop Du Vernet On What Constitutes Wealth. It is well known that a decided increase in the gold output of a country causes a decided increase in the price of commodi ties. In other words, the purchasing power of an Ounce of gold lessens as the supply of gold aceumulates. It is not so well known that a decided increase in the currency of a country in the form of paper money has very much the same effect. To tide over a financial crisis during the war, most goveruments-have issued more paper money than the normal ratio to the gold reserve, Under the circumstances this may be justified, but it is of the utmost importance that the people should not be beguiled into thinking that increased currency means increased wealth, for money, be it gold or paper, is not wealth. Wealth consists in the commodities needed by the people, and these commodities can only be increased by labor expended upon the materials of nature assisted by capital in the form of machinery, ete. With fifty million men withdrawn for several years from the work of pro- duction, there is at the presen! moment not enough of the com modities of life in the store-houses of the world to go round. No issuing of paper money, no tinkering with the tariff, no taxing of the profiteers, no shortening of the hours of labor, no increas- ing of the rate of wages (however desirable many of these re- forms may be) will add an extra pound of flour to the depleted store-house of the world, unless such encourages production. In Russia the Soviet Government has been issuing paper money at a marvellous rate. \Vorkmen have been paid big wage = with Soviet money. The delusion that with plenty of such monc,y there was no need to work has widely spread, and many factorics have become disorganized and have been closed. Meanwhile, the commodities of life have beer dwindling fast. Peasants are ro- fusing to cultivate their flelds only to be robbed by the idle poor or to have offered in exchange worthless money. Not only in Russia, but in many other lands, the world shortage means thet millions must perish. Viewed in this light, pro‘iteering on the one side, and syni- pathetic strikes on the other side, at this critical moment, seen a crime against humanity. Both the idle rich and the idle poor, by increasing consumption an! decreasing production, are addi: g to the misery of the world. ’ F. H. DU VERNET. Paved Streets and Permanent Grades. During the past year or two there has been a lot of talk about paving the business section of the city and grading pev- manent roads and making a bi ginning, with the sewer extension :. The city officials have been making surveys and preparing the way fer action. Now it seems about time that some real wo. k along these lines was doing. There are a number of men in the city who will be finishing up 0. the shipyard excavations and who could very well undertake the other work. Everyone is aware that i! takes money to make these im- provements but if we are to stand still because it takes money to progress, we might as wel! close shop and move. We must keep up with the times. Arrivals from farther south tell of the way in which people are paviig even the small towns, while we put up with conditions that are a standing disgrace. No one expects that very much will be done at once, but if we do a litle all the time we shall find thet we soon have a city that has a respectable appearance and a'ong the streets of which it is pos- sible to drive without getting mired.
