I ing medium for expression, Instead of being the outward, and audible sign of an inward and spiritual harmony. "It is not generally known, but the Department of Education of Scotland has forbidden the teaching of southern English. In London they speak of the Olasgow accent, out the Glaswegian regards public chool English as dialect. The Scots cannot understand English as it is ipoken in southern England. While American English has characteristics of its own and faults of Its Dwn, the educated American has, in general, preserved the best of the English pronunciation of the midlands of England, modified in a measure by the Influence of the in flections and intonations voiced by persons in other parts of the country." Having chastized the English for sloppy speech, the doctor turns on his countrymen and gives them what for. ' He lists the principal faults: Speaking with closed teeth. or with the nasal passages closed, trying to breathe through the mouth and speak at the same time and general slovenliness and care lessness. He relents sufficiently to admit that there are peculiar dlffl- ' cullies about speaking the language a lot of queer angles and twists. He mentions some of the more puzzling: j Before any one can spell correctly in English, it is necessary for him to have a clear knowledge of the 'phonetic vaults of the letters and the combinations of letters that are , used in the writing of English words. Any one who chooses to analyze the ; phonetic values of our alphabet can ; learn easily that the letter "a" Is !used for ten different' sounds, and ; altogether six English vowels are ;used to Indicate 41 separate and I distinct phonetic sounds. ! Dr. Vlzetelly thinks that an lnter-I national congress of representatives from the great centres of education of the English-speaking world j should be called for the purpose of 1 standardizing English speech sounds and reformlnc the whole j spoken language. He thinks thaf I couia oe orougnt about if some rich I patron of science and progress would provide the money to pay the expenses of such a gathering. Even so, language spoken languagedoes not stand still, and Dr. Vlzetelly points out that posterity would have to keep an eye on the Job and continue the reformation. Object To Nurses Raising Wage Scale i Two Special Nurses Daily Will Now i Cost $10.50 in Montreal MONTREAL, Jan. 7. Objection to the action taken by the local Association of Registered Nurses In raising the schedule for nursing service was taken by Dr. Charles F. Martin, Dean of the Faculty of Me -' dlcine of McGill University, in an address to the graduating class of the Parker School of Trained Attendants. "I have learned with regret that the local Association of Registered Nurses here has decided to establish a scale of prices that is prohibitive to a large proportion of the popula tion. Our citizens as a whole have net yet learned to budget for their nursing in serious illness at the rate cf $16.50 a day for that is what it will mean to receive the attention of two nurses dally over a period of weeks or even of months," said Dr. Martin. Saying thr.t he spoke for the majority of physicians, he continued: "Frankly, I believe that, such a decision can only tend to antagonise both public and the profession and lead to hardships among nurses at large. There are, C am told, over two hundred fully trained nurses on the register today seeking employment. Surely I this wii ,not thj time for an effort to .'nltiata a change of such nature." Tho amount cited by Dr. Martin " r. patient In hospital for two T'-ses" service dally la made up as fallow: Six dollars each for the rinvsji. or $12, three meals each per : day, or six meals, at 75 cents pe I ncal, $1.30, making a total of $10.50.
