Throughout Canada the campaign for the last Victory Loan commences today. Committees have been or are being organized and a group of canvassers will be out to call on all residents to lay before them the claims of this national loan. No matter how we feel about the political situation, the war work must be com- pleted. Cash is necessary and as it is impossible to go outside for money, the only thing to do is to borrow it from our own people. The advantage of borrowing at home is that the interest is paid here and spent here instead of going to London or New York to enrich the people there. It is a great thing to do our own financing. The bonds pay five and a half per cent interest and are easily exchanged for goods of any kind if it is not the in- tention to keep them. Governments Both In Precarious Condition. : The Governfnent of Canada and the Government of Great Britain are in somewhat delicate, positions. Neither are feeling that they have the confidence of the people to any extent. They are feeling that any day may mean an appeal to the people. Under these conditions they must be pardoned if they get a little hysteri- cal or if they do things from which a really sane government would refrain. In Engiand the Government had been used to being some- what autocratic. It seemed necessary during the war. It was impossible to take the people into their confidence all the time. Now things have changed. The country is on a different footing and the people must rule, even if they make mistakes. In Canada the people gave the Unionist Government a war life. Again and again the people were promised that if they would support a Unionist candidate it would be only until the war was over. Now the ministers are hanging on tenaciously. They think they see in themselves the salvation of the country and they are not carrying out the promises made on the hustings. For this they will have to pay. No Government can afford to be deceitful to its employer, the sovereign people. The people rule, the administration being the means through which they work. President Gary Is Out of Date. The stand taken by E. H. Gary, chairman of the board of the United States Steel Corporation, that he will not have any deal- ings with hjs employees collectively, is not in line wifh modern developments. He will have to give way, if not now, before long. The rights of labor are being recognized everywhere. What Gary is afraid of is that once his men get a yard they will take a mile. If he holds out long they will take two miles. It is just such attitude as that of the president of the United States Steel Cor- poration that causes trouble.
