Balagno of 500 to 452 over Wil liam Mitchell who was thus elim inated from the competition. It was a close match and was played in the good time of two hours and 35 minutes. EIGHT HOUR DAY BILL Measure Is Being Introduced By Federal Government OTTAWA, March 31: Eight hour day legislation for labor by contract or day labor on all public works of the Dominion of Canada, Is to be introduced by Hon. Peter Heenan, minister of labor, in a bill under which the minister will have the power to enforce fair and reasonable wages if in his opinion the prevailing scale of wages in any particular locality is too low.
