Puesday, Nov. 11, 1949. DAILY EDITION. Fish Day is important Event. This is Fish Day, an oecasion on which the particular merits of fish as a diet is drawn to the attention of the people. In this, of course, Prince Rupert is much interested. Prince Rupert practically lives on fish. Fishing is her main industry. It is fish that makes the wheels of trade revolve, that makes citizens prosperous and that makes possible the publication of a daily paper such as the Daily News. A few years ago Moreton Frewen told a Board of ‘Trade audience of the value of fish as a preventive of consumption, He spoke of its nutritive value. As a food it has no equal, Once a day at least everyone should eat fish as a meal, not as an intro- duction to a meal. In a recent edition of an Edmonton paper is an advertise- ment of the opening of the “Prince Rupert Fish Market.” Even there Prince Rupert fish is becoming well known. Every package of fish sent out by the Canadian Fish and Cold Storage Co. bears the Prince Rupert mark. Gradually the port is becoming known and its products ad- vertised far and wide. Board of Trade Out for Better Roads. The Prince Rupert Board of Trade, through its president, has appointed a committee of three to investigate the possibilities of improving the city streets and to report to the next monhly meeting. The committee will go into the matter thoroughly and their recommendations will be discussed by the members. ‘There is a general feeling among members of the Board that as the city is in good financial condition, a condition almost unequalled in British Columbia, it should be able to borrow money for improve- ments to the roads. As a matter of fact a good many contractors would be willing to take city bonds in payment for work done on the streets, so good is the credit of the city considered to be in local circles. This payment for work in local bonds is a phase of the local sewer and street situation that does not seem toc have been considered, or at anyrate has not been mentioned publicly, until last night when an offer was made by J. R. Morgan, Ltd., to take bonds in payment for street work. The City Council has appointed a committee to go into the matter of selecting streets which should be graded first, and to recommend to the council what action should be taken. ‘This is a very important committee and its work will prove diflicilt because everyone will want to be on a graded street and repre- sentations are likely to be madein regard to practically every street in town. Partial Frontage Payments Retained. In his address to the Board of Trade recently the mayor suggested that possibly the owners of property might be ealled on to pay a third of the cost of local improvement under the new scheme to be initiated. This partial payment system is a common one in other cities. In some places the owner of the. property pays two thirds of the cost, the city paying the other third from consolidated debt. On busy streets a fifty-fifty division is not uncommon. How the plan would work out here does not seem apparent. It seems reasonable to suggest that owners of prop- erty abutting on an improved street should pay more than others living where property is not improved, else it wil be difficult to secure the passage of a bylaw. The finances of the institution, of late, have been getting in a critical state and it was the feeling of the annual meeting of the society held n St. Andrew's Hall on Friday evening last that this was the best way for the Red Cross to continue its work in the public interest.
