He did not believe the people would turn down the bylaw but the council wanted to make sure that it would pass. Alderman Black showed the seriousness of turning down the bylaws. It would be better to pay the men wages than to give them cash. The ratepayers had to take care of the men and their dependents. This money would be invested instead of wasted. The choice was not whether they should spend or not spend but whether they should spend It usefully or give it away. Mr. Wesch, after hearing the speeches, thought this was the best business proposition ever put before the people.
