Aid. S. D. Macdonald made a plea for protection for merchants who were occupying rented premises and whose businesses might be affected bv such action n? was proposed. Aid. Macdonald was Instrumental In having the council decide to give the property owne: i concerned two weeks' time in which to enter a petition for a new walk Instead of 'dosing down the walk Immediately as was proposed. The motion covering the matter also In cluded a clause providing for the nutting In of a cinder or some such sort of walk along the gutter should it be fuund necessary to close the present board walk. The matter was brought up In connection with the reading of a1 report from the city engineer stating that the wooden walk was in a dangerous condition and should be closed. Cost of temporary repairs, Mr. Good estimated at $1,000. with the possibility that further repairs would probably be needed in about nine months' time. Aid. Plllsbury moved that the walk be closed, this motion being seconded by Aid. Brown. At this point, Aid. Macdonald declared that business people . occupying rented premises were entitled to some measure of protection. The same condition applied to all remaining board sidewalks in Section One, Aid. Plllsbury replied. Aid. Brown said that if Aid. Mac donald or any citizen had any sug- sostlon to goffer to .the board of j works as to how the situation could be met, it "would be heartily welcomed. The.i board of works, having already submitted two local Im provement plans which had not found favor with the property own ers, was unable to do anything more. It was up to the property owners and not to the city to protect the occupants of rented prem ises, Aid. Brown felt. Aid. Llnzey thought that the first matter to be considered was the safety of the citizens and he thought it was the duty of the council to close dangerous walks. Aid. Black agreed with the view that it was up to the property owners and notthe city to provide the walk. Aid. Ruddcrham thought it was up to the prpperty owners. He made the proposal-f or a cinder walk along he gutter should the present walk be closed. Mayor Orme thought that the on ly way to bring the matter to a head was to close the sidewalk. After further discussion, it was decided to give the property owners two weeks' chance to petition for the new sidewalk before closing the present one. and, If it became necessary finally to close the walk, to put in a cinder path along the gutter.
