LONDON, November 21.—The Government's decision to completely abolish unemployment donations to all civilian work- ers next Friday and to reduce those to ex-soldiers to five dollars a week, has taken the laborites by surprise. It was thought that only the reduction of civilian doles was contemplated. The latest unemployment figures available show that 120,000 workers will be immediately affected by the stoppage of donations.
