I wonder If the editor of the Empire has not been misinformed. Personally I know of several men who were not given a chance either on the city or on the government road. Apparently they don't know the ropes and I will vouch for that they should hive had the privilege ahead of those who were sent out. Some had a chance to go out on the road three times this winter. Most of these spent their money with privileged rum dealers. There are quite a number of people In this city who are depending on manual labor for a living, and to pay taxes, but it appears as If the fellow who pays $25 or takes 30 days Is looked after first.
