City Treasurer Matheson was present and pointed out where re ductions in expenditure had already ' been effected In many cases. Some rather drastic cutting of the proposed estimates was done in ; order to bring the mill rate down to ' a point that it was thought would be satisfactory to the ratepayers of the city. F. Jones reported to the city council last night that he had interviewed Shang How, Chinese, who had protested against the local improvement initiative bylaw providing for a concrete sidewalk on the north side of Second Avenue between Seventh and Eighth Streets, and had found that he Shang How) had protested against the work under a misap prehension. In view of the fact that Shang How had not actually signed the protest personally, Mr. Jones advised the council that it would be in order to proceed now with the construction bylaw.
