Proportional representation is being much discussed throughout the Dominion. The idea is-that ly the utilization of a system of voting every part or group of the electorate can secure representation in Parliament or in the city goverament. As it is today a very considerable section of the community has no repre- sentation. A dispatch sent out from Calgary to Vancouver tells of the lack of interest at that city in municipal affairs and blames it all on the P. R. system. The despatch says in part: ‘The answer is that each set of citizens or class which has put forward candi- dates, knows all about its own nominees and is going to make them the first selection to ensure election, One class will not bother with another class, but will centre attention on putting its own representatives into office. Hence the people do not feel that it is necessary to turn out to hear the other fellows. They are only interested in their own candidates. “For example, in the local elections, the G. W. VY. A., Labor and the ‘Citizens’ Committee’ have endorsed different candidates, and besides there are a number of independents. The G. W.,V. A. members are expected to give their candidate for the council ‘tirst choice’; Labor will do the same by its candidates, and the Citizens’ Gommittee will follow suit. The ‘first choices’ win, and so the class votes will be segregated. “Tt is feared that the municipal administration may suffer it sectional representatives are elected. The city abolished the ward system of representation some years ago in order to get away from the spirit of sectional representation, and now it is argued that proportional representation is causing a reversion to a state similar to that which was felt to be inimical to the city’s inter- ests.” The Vancouver World discussing the system editorially says :— “Proportional representation may be expected soon to be adopted in not a few provinces of the Dominion. “It is a plank in the farmers’ platform and no doubt Premier Drury will see that it comes into effect in Ontario. In Alberta Premier Stewart during the Cochrane by-election promised that a Proportional Representation Bill would be introduced into the legislature before the next provincial election. “Premier Foster of New Brunswick is in favor of it and several members of the Manitoba government have declared their intention of supporting a measure of the sort. “In view of the possibility of rapid growth of the ‘group system’ in provincial and Federal politics proportional representa- tion, because of the equitable basis it affords, is bound to com- mend itself more and more to the electors.” Question of Titles Again Discussed. ' The question of titles is being discussed in England, ‘“fruth”’ the paper that was made famous years ago by the late Henry Labouchere through its attack of abuses, mentions that the Prince of Wales conferred titles in the United States but did not do so in Canada because Parliament had gone on record against it. We are thankful here to think we do not have to pattern our conduct on any other country. We objeot to titles as a matter of principle and as being vicious in practice. in England it is well known that titles are bought and sold. Titles were sold hundreds of years. ago and a somewhat similar custom obtains today. In Canada there was a similar system. Men were given titles for nothing better than making large contributions to campaign funds, or because they had influential connections. The dest men in the Empire have refused titles. Some very good men have in a weak moment accepted titular distinctions and they have gained nothing therefrom, while lowering themselves in th: eyes of a large section of the community.
