A dispatch of yesterday's date seems to indicate that the Dominion cabinet is not going to back up General Mewburn and &. GC. Ballantyne in regard to strengthening the Canadian army and navy. Both of these ministers are members of the Govern- ment, and they made their suggestions without protest from their colleagues. Now there have been protests and the other members of the cabinet inspire a press message which indicates that the two ministers in question were not speaking for the Government but purely for themselves. That seems to be a cowardly way to «ct. Either they stand for a larger army and navy or they do not. They should cease side-stepping and let the people know where they are. Surely the Government must know by now whether it intends to increase the army and if there is to be a navy. Pay Contractors With City Bonds. Shall we pay for the work on the city streets with Dominion Government bonds or with city bonds? If we pay with Govern- ment securities we then have to sell our own. If we pay the con- tractors with our own we save ourselves a lot of trouble and expense. It was intimated some time ago that there were contractors in the city who would undertake to pave the business section of the city and take city bonds in payment. Why not’? A ten dollar bill is but a negotiable bond, but it bears no interest. A city bond would carry interest coupons. There may be reasons why this cannot be done, but if there are any, it would be well for the publie to know them. It will cost as much to purchase and develop a quarry as it would to pave half the business portion of the city. Why not let the contract for the work and allow the contractor to hustle for his own rock. There would be no nice holiday jaunts up the Skeena by people who knaw nothing about quarries, but there would perhaps be a chance of getting something done within the next few years. me Wednesday, Dec. 1 —_————— 7, 1919. After analyzing the returns of the recent provincial election in Ontario, which placed a Farmer-Labor Government in power, The Gazette, of Montreal, which as a rule has little use for re- forms of the established order of things, concludes that the result is a good argument in favor of proportional representation, Says the Victoria Times. It was smaller than the vote given to the Conservative candidates, only 25 of whom were elected. The total Liberal vote was 50,000 less than the Gonservative vote, although more Liberals were returned than Conservatives. The present Government of Ontario obviously represents a minority of the electors, an anomaly which glaringly reveals a fatal weakness of the present electoral system.
