Creation of camps at the scene of highway projects and the sending of transients to these camps with provision for their feeding and shelter in return for work. - Cessation of jJr.PQL!vOnc lPrjudayr"1' f " transients as soon as the camps opened. Determination after receipt of the federal Unemployment plan and after the western provinces have agreed on uniform measures of the scale of allowances that will be made available to those at work in the camps, which will include not only transients but others for whom work can be found.
