Mr. Manson every success in his new poionf h CONTRIBUTORY OR NON-CONTRIBUTORY A dispatch from Ottawa states that Premier Bennett has refused a request of the Workers United League of Canada to secure the passage of a law providing for non-contributory insurance. This is not insurance as generally understood but is what is usually known as "The Dole." It is a payment handed out by the state to men out of employ ment, the money being contributed wholly by the taxpayers I of the country. While this system is usuallv urged by the Communist party and other supporters of the Russian sys-! tern-, so far as we can ascertain, the system is not in vogue , in most parts of Russia where every man is expected to give services for the money he receives. This Workers' United Iseague is the same body that ap-! plied to the Prince Rupert city council at its meeting last j Monday night for support hp its effort to secure legislation along the lines asked by Mr: Bennett. Contributory insurance is that kind usually in vogue i NOW! when' the person recehing t he benefit maker, regular periodic payments to the fund. It matters not whether this in-' surance is life, fire, sick benefit or unemployment. Usually in the last mentioned the state pays part of the premium ! whereas in non-contributory insurance the state pays the whole of it. STILL TIIOUBLE AMONG FAITHFUL J There is still trouble for the Tolmje Government in the ranks of the Vancouver Conservatives, according to press reports. The Tories of that city and to some-extent of Vic- 3j)otona, too, have been very resiive during the past year. Led iby "Billy" Dick, one of the Vancouver Conservative mem- SU.OOjbers. thev have for months nast been a thnm in the side of theadministration. They have gone so fai's to break out into open rebellion against some" of the acts of Premier Tolmle and his government. . Now objection is again taken to the policy of the present government which will entail considerable explaining. I Judging from reports that come from there, the pre-fsent government is not popuiar in Vancouver. CANNERIES .Editor, Daily News': The appeal of the city council on behK of file mempky6 reveals a serious situation. The city fathers intent turn their attention to the employment of Orientals in the canneries during the coming salmon fishing season on the Bkeena River, and find oat tf white British people are capable of competing with, them. With so many Canadian citizens in distress, it does appear in-congru0b that Orientals tew a ' praferaacc in developing a valuable natural resource at our own door.
