There is not a second rate paper in the list, all taking a leading part not only in the dissemination of news but in the formulating and supporting of public policies throughout the country. They are newspapers that command respect. Mr. Southam's idea was that a newspaper might, white supporting a political party, at the same time be ready at all times to recognize the good points in the other side and give them credit and also criticize its own party. All the Southam papers are independent to the extent that they are not slavish supporters of any political party or person. The Ottawa Citizen is usually looked upon as a liberal paper, but its Liberalism is of so independent a nature that the Liberal leaders are never sure when they can count on its support. The Tribune of Winnipeg and the Province of Vancouver are usually looked upon as Conservative because they usually support the Conservative political party but it is quite a common occurrence for either to come out very boldly against some action or policy of the Conservatives, and not infrequently are able to secure a change or modification. This will be an important addition to the Second Avenue buildings and indicates that the owners an imbued with the idea that Prince Ruoert has a future jnd that an investment in a new building just now is likely to prove a paying investment. The advantage of building today is that prices for ma terial are low and that a structure such as that now being erected will cost less than if built during: a busv time.
