It will be interesting to learn more about Hon. W. A. Gordon's plan for inducing unemployed persons to settle on the land. The idea of getting unemployed people out of city slums into more healthy country surroundings is one to be commended but expecting much help from municipalities i3 not practicable at the present time. Just now the municipalities are loaded to a point where they cannot continue if the load is increased to any considerable extent. Life on the land is the real life but it has not usually been a success when subsidized or artificially induced. To live on the land a person must be a natural worker, must not mind being alone and must know something about the ife, otherwise he is pretty sure to fail. The farm is no place for a lazy person because there is nothing to prevent slowing down and idling. REGRETTABLE CRIME The bomb outrage at Shanghai reported vesterdav is greatly to be deplored. While it is easy to understand how1 hitter the Chinese must feel after the bombing of their cities and the killing of innocent women and children, yet the fighting had ceased and there seemed every probability that a satisfactory settlement might be arrived at. This outbreak may have a bad effect and possibly may ; revent a settlement. It was an assassination that started the Great War and no one can foresee what may be the effect of this bombing. The Los Angeles Times of recent date has the following "What I.think about England now is that her financial recovery is the most remarkable and heartening event since the World War. There are more brains and courage in that old House of Parliament and in the 'Old Lady of Threadneedle Street' than are to be found elsewhere in the world. "If they need crow bait we would be glad to trade them a few of our home-grown Congressmen if they will solemnly swear never to return them." Casey moved an amenomept that, inasmuch as savings could b-: effected by fusion of the two departments, the estimates of the police and fire departments be considered Jointly. This was seconded by Aid. McCutcheon. Speaking to the amendment Aid Macdonald expressed the belief that It was neither wise or possible, In the best interests of the city, to amalgamate the police and fire departments. The possibility of dispensing with the services of two regular firemen and replacing ihem with two call men had beer gone Into and It had been found that, by the change, there might be a saving this year of some $&r If the raving was no greater than this, Aid. Macdonald did not think that the change was warranted. Turning to the police cepart-ment. Aid. Macdonald declared that he was opposed to the idea o' policing the city with two or three men. principally In the Interests of adequate protection to which tfae public was entitled. The tendenry in other places ac present was to Increase rather than decrease police forces. At Nanalmo In 1931 there had been eight men on the city force.
