PREMIER RAMSAY MACDONALI) IS IN FRANCE TRYI.NO TO INDUCE GOVERNMENT OF THAT COUNTRY TO ENTER SCHEME WITH BRITAIN, ITALY AND GERMANY AS PARTIES. Pope Uses His Influence in Cause ROME, March 20: As a result of conferences held here between Premier Mussolini and Premier Ramsay MacDonatd of Britain it was decided to make an effort to form a four-power treaty for the peace and security of Europe, the principals beinje Great Britain, Germany, Italy and France. Chancellor Hitler has already agreed to the scheme and Mr. MacDonald is now in France laying the proposal lcforc the French government with a view to securing the acceptance of that country. Under the scheme Germany would be allowed to increase her army to a parity with that qf Italy and. France, both of which would lc reduced. The proposal for the scheme was made by Premier .Mussolini, who also enlisted the support of Chancellor Hitler of Germany. The Pope has taken a keen interest in the present situation and has strongly urged the statesmen of Europe to get together and prevent any further War, winch might arise from the present unsettled state of affairs. The need of some such move has lecn accentuated of late by the trouble in the Polish Corridor and by the financial crisis in Austria where the situation is said to be serious. United States, it is understood would look with favor on any scheme which would insure the peace of the world at the present time. It has lcen suggested here that a revision of the cr-sailles Treaty is likely to follow the signing of such a treaty. ROME, March 20: (noon)-r-Thc new Mussolini peace plan will not Ik? limited to Great Britain, France, Germany and Italy, but will embrace the whole continent and even United States to a certain extent, Prime Minister MacDonald said in an interview today. The official Italian announcement Sunday said: "Collaboration of the four powers" was proposed in Premier Mussolini's plan but no details were made public. Premier MacDonald called the working out of the Mussolini plan as "an evolutionary process." "The proposition we have in miiftl is to create conditions of real peace which will arise from the satisfaction of various nations who are in a position to disturb it. We arc not out for an imposed peace but for an agreed peace," Mr. MacDonald Bnlfl Ho rirrlnred the reported summaries of the Musso- iini plan despatched abroad were "sheer imagination." Fighting Speech of Pattullo in House on Outstanding Questions Leader of Liberals Asks Hon. R. W. Bruhn to Cross House And Says He Has Authority to Take Good Men Into Cabinet VICTORIA, March 20: The big speech of Hon. T. D. Pattullo in the Legislature is considered here to be an open invitation to members of any party who think something as he does in regard to matters of public policy, to join him in the government that he expects to form after the election. What the member for Prince Rupert made near was that there could DC no . . union on the basts of the Borem-I merit's policy of stagnation. He invited Hon. R. W. Bruhn to cross the House and sit on their side and stated with evident significance that he had authority from his party to take Into his cabinet any men he considered desirable. Irre spective of political affiliations. Deeding with the roattcr-'ot'un. employment relief, Mr. PaUulle said to cut It off now would bq sheer madness. "I want hi this matter to nuke my position dear. I say to this House that so long as there is an atom of fertility In the soil, so long as there Is a stick of timber in our foresU, so long as there Is an, ounce of minerals in our hiUs. or fish In the sea or a fowl in the air, I propose to use the resource of this province to see that every person has the means of exa tence!" The government could not pro vide for unemployment and yet It, complained of debt charges when In five years. It had added $60,000, 000 of debt to the province. As for the cut In government grants to municipalities: " The government is placing extra bur dens on the municipalities and at the same time, taking away their means of carrying them. I can not understand what the government Is driving at. The government muttl realise that it has the paramoant responsibility, and if the munici palities can not carry on. then toe , government has to step In and take action. You can not allow the municipalities all to go Into the 1 .grids of receivers. You will have chaos. "So far as we- are concerned." he said, "we propose that there shall be a thorough review of the whole situation of the municipalities an that they can carry on. There ts no use saying that they can drift. There is no use trying, by the present meaio. to force them Into this or that economy. We propose a round-table conference to arrive at a conclusion as to what should be done." The Liberal leader came out vig orously against mere economy of cutting down without any thought of building up. He strongly urged. 1. A controlled national inflation ii Uic extent of some $100.-000.000 to start product vc public works, to set the wheels of business moving again and to employ Uie idle. The money would be provided by the issuance of Federal Government non-Interest -bearing securities. 2.
