Member of Audit Bureau of Circulations DAILY EDITION for this amazing ELECTRIC Bp Tuesday, Nov. 21, 1931 FIRST OFFICIAL ANNOUNCEMENT -The first official announcement has been made by Premier Bennett of a work and wages scheme for partially taking care of the unemployed situation. It had been under consideration for some time but, doubtless, the public-announcement was made earlier than would otherwise have been the case by the verdict of the election m British Columbia in which "work and wages" was one of the outstanding factors in placing the Pattullo administration in power. It was a mandale from the west which was likely to be extended to the east. While the Pattullo administration had nothing to do with the Bennett announcement directly, it was known that the Premier of B.C, was about to visit Ottawa to urge that policy on the federal government. Mr. Bennett forestalled the move by making the announcement last night. ! We can assure Mr. Bennett that anything he can do to relieve the present unemployment situation will receive our unqualified supjwrt as long as it is a legitimate attempt. It certainly will be a popular move. SPANISH ELECTIONS The return of the Royalist party to power in Spain as a result of the elections Sunday may have the result of plac ing Francis of Bourbon, Duke of Seville, on the throne hi that country. He is a brother uf the former king and is said to be very popular in Spam. The election was a straight fight between the socialists, who have been in power, and the monarchists, who now take charge of affairs. During the election it was stated as a likely thing that the monarchy would be restored if the royalists won. ONLY WASHER jjet yours . . . without delay -before this sale end? Northern British Columbia Power Company Limited ESTABLISHMENT OF CENTRAL BANK ' (Continued from Pace V . i .. ly affect the existing commercial onnks of the Dominion were m- unwarranted. On the other fiirely hand, he believed that a central bank would greatly assist them. Incidentally, Mr. Bennett paid tribute to the enviable record which had j)?! been achieved by the Canadian banks In carrying on so creditably throughout ' the period of depression. He- referred to the fact that they were being taken as a mode! for the reforming of the banking laws of other countries which had not been so fortunate. The government had been considering plans for a rather extensive program of public work construction, stated Premier Bennett, but, in view of conditions, had deemed it inadvisable up to this time to proceed with same although work camps had been established under the direction of the Department of National Defence in various parts of the country In which 18,000 men were now employed and there had also been undertaken a limited -amount of work In collaboration with various provinces. In view of the steady improvement which had been recorded during the past few months In the business. Industry and trade of the country it would make it appear reasonable to anticipate that a reasonable program of public works in which every province of the Dominion would parti cipate might be launched by spring, thus assisting the return to prosperity and the further encouragement of industrial development. Conditions Improving Premier Bennett quoted from a number of industrial, business and trade Indices to show how Indus trial producUon, agricultural, farm produce, wheat and commodity prices as well as trade balances of Canada had all shown marked lm provement during the past six months. There appeared to be gen eral confidence now that the per iod of disastrously low prices was nearlng an end. The Prime Minister reiterated his unshaken belief in the policy of sound money. Canada occupied a somewhat intermediate position be tween the gold and sterling coun tries Anything else .but the main tenance of "sound money," the Premier believed, would be dj,as trous to the business and develop ment of the country and the main lenance of confidence. The object of his administration, he declared was to put dollars into the pocket1 of those who today hod none and, it the same time, put more dollars into the pockets of those who al- eady had some. Only In that way ould security of the business an financial structure of the eo&ntry Ue maintained. Mr. Bennett referred Incidentally , -o the Influence whleh he had had to combat from those, on (he one hand, who, without any definite uan, talked of setting up a modern Utopia where there would be iilenty for all and, on the other, these who would apply Nineteenth Century policies to Twentieth Cen lury condition. Increase Note Circulation Oold reserves of Canada are sufficient to materially Increase Do minion note circulation without violating the principle of twenty-five percent goia-supported currency adouted bV the world confer ence, Mr. Bennett explained. He intimated thastifoojnethod might oe usea w .mtf nn'nctfls or tne Dominion but fn'snch 4 manner is not to Injure yetf It .at home or abroad. '' V The Premier made ,tM statement before giving 'definite assurance that legislation providing for the establishment oi a central bank of Canada would be brought down next session and Intimating that the government has been seriously considering an extensive program of public works undertakings, possibly next spring.
