SATURDAY, JUNE 24 The resignation of Alderman Newton from the city council though without warning, did not come as a surprise. Perhaps no one but the alderman himself knows what an amount of self-restraint he has practised to keep peace within the council, and stave off the inevitable day when open disruption would ensue. No man on the present council has given more sincere and unselfish service than has Alderman Newton. Possibly none was actuated by a stronger desire to effect retrenchments and give the citizens of Prince Rupert clean and honest government. Even those of his critics who have most fiercely assailed him, must admit his inherent sincerity. It was obvious that he could not for long stand pat with a council, selected mainly for party purposes. That Alderman Newton is not always right in his conclusions— that he is more often wrong than right in his reasoning—is as true as his own sincerity. He possesses a fatal gift for hypnotising himself. Once he takes direction, there is small hope of altering his course. He hypnotised himself into believing that the late council were all incom- petent if not dishonest, in the face of ample evidence to the contrary. Then he’ hypnotised himself into believing that Mr. Manson and all the gentlemen on the Manson political ticket were of transcendant ability, in the face of abundant evidence to the contrary. Nothing but the cold douche of seeing his engineering report recommendations voted down clause by clause has shattered his dream. Alderman Hilditch having laid the trap to bring about Alderman Newton's resignation will be impelled by a sense of honor to hand in his own. With two seats thus rendered vacant, and a talk of two workingmen candidates being induced to run, the city has to face the liklihood that neither of the aldermen will be returned. Thus the council with very little accomplished will have to exchange two experienced aldermen for two inexperienced. Nothing is to be gained either by the aldermen in question or by the city in such a contest, so lightly proposed and so lightly accepted. The issues would almost certainly be lost sight of. Now that Alderman Newton has wakened from the condition of auto-hypnosis, and com- menced an independent policy in the council, his usefulness to the community has been greatly increased. If, as he alleges, there is “a frame-up,”’ that is working against the best interests of the city, it is clearly his duty to remain in office and with such help as he can muster, combat and expose the ‘‘frame-up.”’ The whole incident emphasizes the need for abolishing the council system of civic government, and substituting a government by com- mission. With the city’s control vested in a commission of three— an expert engineer, an expert financier and an expert business man, all holding their offices permanently during good behaviour—Prince Rupert would have a better chance to grow, and grow good. Nothing could be worse than the present system of having groups of party nurses fighting over the city’s cradle. , The blame for not having a commission government does not rest on the citizens. It rests on Hon. Mr. Bowser who struck the clause out of our charter, and on Mr. William Manson our member, who permitted it to be done. “It is a new thing, and unusual,” said Mr. Bowser as he struck out the clause which would lift the city control out of party politics. . The fact is that commissions and Boards of Control, are neither new nor unusual. Mr. Bowser was merely ignorant of what is going on in the world. It is time that the citizens got together, and setting aside party differences agreed that Prince Rupert should be governed by the most scientific and cleanest and most enlightened forms of government, instead of by an antiquated system, which Mr. Bowser in his ignorance, his prejudice, and his arrogance, would force on it for all time to come. In the meantime, Alderman Newton would be well advised to reconsider his resignation. If he presses it, then the council should decline to accept it. It is flagrant trifling with the city’s interests, for aldermen who have sought and obtained election, to discover after they have been in office for six months that they want to go to the people to settle personal disputes. It savors too much of a trick to get rid of one, who whether his contentions are right or whether they are wrong, is evidently a thorn in the side of other members of the council. Bail Fixed at $3500 After the preliminary hearing of his case before Magistrate Carss which conciuded yesterday after- noon, Homer Woods, charged with attempting to shoot Alex Mathie- son, and to commit suicide, was brought before Judge Young. He elected for speedy trial, and was meanwhile released on bail of $3500 Woods has reserved his own statement of the case until he comes up for trial. When asked yesterday if he had anything to say in answer to the charge against him, he replied ‘‘No.” L. W. Patmore is defending Woods, and City Solicitor Peters is con- ducting the prosecution. Accused, who still wears the bandage on his head, looks quite collected and capable now, and seemed to take a live interest in the evidence and his conversation with his solicitor on his defence. Evidence given at yesterday's preliminary hearing brought out the main points in support of the charge, viz., that Woods had ob- tained the gun and fired the shots. Woods’ letter to his wife produced. It indicates premed- itation. The date of Woods’ trial was not fixed at the time of writing.
