What he quite1 rightly demands la a form of dheet action which will furnish our peo ple with both the Incentive and the means of helping themselves out of their troubles. The present system of relief Is economically unsound because there Is very little practical return for the money expended. It is socially vlacious because it under 'nines the public morale. It doe-, not require much Imagination tr visualise the ultimate consequence if a system under which cltlserv must appear before relief officers for daily rations for Uvrmaelvpt nd their families, or for pittance to provide themselves with shelter, 'lothlng. and warmth. Such a system strikes inevitably at their ven elf-respcct. It destroys their stive and self-confidence. Obviouxly It is unnecessary for Canada to have to rely upon the dole to save any part of its popu lation from starving. It this wen an old nation with Its areas enveloped and over-populated. Its pro blem would be different. Hut we have a population of a little more than 10,300.000 scattered over 3.- 100,000 square miles ot territory. most of which Is a vast and relatively untouched storehouse of natural resnurerv. Surely It can not be seriously argued tliat with such advantages millions ot our prevent generation must be dependent upon th state for bare subsistence. It would be Interesting to know what eoulo have been done In the way ot practical colonisation for instance. If even one-half of the money already spent on relief had been expended on assistance for those desirous ot going on the land, tjot In the hope ot making a fortune, but with the object of making homes and avoiding want and distress. Chamber of Commerce Gets Inspiration from Harold Brown Address It was a wonderful message that was brought to the Prince Rupert Chamber of Commerce and the service clubs of the city today by Harold Brown, manager of the Union Steamship Company at a luncheon given in his honor at the Commodore Cafe, John Dybhavn presiding. It was a message permeated with hope, cheer, faith and encouragement. He said he believed - he worst ot the experiences of the nepression were past and that they l ould look forward to better things but he pointed to difficulties in the way and mentioned how some ot them could'-bc overcome. He said many people he met were wilting and cracking, under the pressure because they had depended too much upon material things. Quoting, he said: "I believe the whole universe Is a living Intelligent spirit, even to the tiniest atom. Not a lying spirit but i truthful n!rlt " was a reference to poverty when he said: "The destitution to fear is the poverty of spirit which b mare-ter riblc than the want of bread. He feared some were lacking that spirit today but he had faith in the people of the country to overcome this. He wanted to sec a revival of that western spirit which would not know defeat. There were present nearly one hundred ot the-business and profes sional men of the city with John Dybhavn presiding and with him at the head of the tabic, Aetlng-Mayor Rochester, T. Brown, president of the Oyro Club and representatives of the other organization in the city.
