Dr. Reddie has reported fav- orably regarding the efficiency of the present city ratcatcher. He recommends, however, that a min- imum number of 800 rats per month should be required from the ratchatcher before the bonus on rats can be paid. Dr. Reddie further recommends that measures be ‘aken to prevent rats from getting ashore from the steamers. Dr. Reddie is of the opinion that as many rats come off the vessels as can be killed by the ratcatcher. The city council agreed to exact the minimum number of rats from the ratcatcher and to lay upon the table the recommendation re- garding the prevention of rats from coming ashore from the boats. A copy of the Vancouver By- law regarding rats and the vessels was enclosed by Dr. Reddie and steps will probably be taken shortly to have a similar by-law for Prince Rupert. City's Be- autiful and Efficient Pile- driver Has Been Deliberately Lent. Why has the City been lending its pile-driver in competition with private firms owning pile-drivers? Alderman Douglas wanted to know this. He asked the question ver- bally and was told by the Mayor that the new Procedure By-law requires enquiries now to be sub- mitted in writing. Later Alderman Douglas sub- mitted a motion to the effect that the city should not lend or hire the pile-driver in competition with private enterprise. The . motion was carried. Alderman Morrissey ‘wanted to know who had given authority for the lending of the machine. Nobody knew—not'even the May- or. ‘ Alderman Kerr on behalf of the streets committee declared that the pile-driver was the best one in Prince Rupert today; ‘and some- one in the audience hinted that it might be a good thing to lend it next to the Government Wharf contractor to hélp him get’ in another pile before Christmas. TAKE CARE OF THE CITY SCOW Launch Owners Will be Asked to Tender for Towing the Scow out of Harbor for Dum- ping and Back. Morrissey's Fears for Its Safety. Now that the city garbage dump- ing scow is ready for service, and the nuisance caused on the G. T. P. wharf is increasing it has been decided that the scow be put to work at once. Tenders are to be called for from owners of towing launches for a price per trip for towing the scow out of harbor and back. Alderman Morrissey pointed out that it will not do to accept the olowest offer for towing without assurance that the tug boat is equal to the handling of the scow safely in case of bad weather arising while the craft is at sea. The Mayor rather fancied this can be left to those tendering. They will not risk their own launches by undertaking too heavy towing for varying weather. But Alderman Morrissey thought a launch owner hampered by the city scow in time of risk would cut the scow adrift. He wanted to have the tenderers put up bonds covering the value of the scow. City Soliciter ‘Pet: rs declared that you couldn't ‘find seafaring men on thé ‘Pacific ‘coast who would put up bonds like that. He suggested that’ insurance of the scow covered the situation exactly. Tenders will be called for, and the council will not award the contract except to a trustworthy launch owner with a reliable boat equal to ordinary risks on these coasts. CLAIMS HOSPITAL FEES Hugh Campbell Fell off Side- walk and Broke Three Ribs Hugh Campbell has petitioned the city council to pay his hospital expenses for attendance necessary as the result of an accident. He fell off the sidewalk and broke three ribs, one penetrating the lung.
