But along comes the Empire pact which require that Canada be given a preference in the British market and that dumping goods in that country be prevented when it is detrimental to British Dominions. It is impossible for Canada to compete on equal terms with lumber produced at starvation. wages4 It cannot be done. Russia now turns to the United; States, is recognized as a nation for the first time by that country, and a huge trade is said to be in the offing. Britain is in a difficult position. She has to choose between Russia and the Empire. Pressure is very great from the big interests dealing with Russia but Empire pressure is also strong. In thehope that something may happen Britain is stalling. An investigation is being held and evidence is being heard from Canada and from Russia. No one seems to know what the outcome will be. One can readil see that without one cent of Interest the Dominion could finance such a scheme ot public works. In the end, the Dominion would be enriched by the works accomplished to the extent ofi four hundred mil lions. With the present system, all relief money is a loss; Four hundred million In circulation would be a great stimulant for trade. Public works do not create any surplus production. On the contrary, they absorb all kinds of Canadian materials. Some one would call it Inflation. Four hundred millions- of new currency on behalf of the Dominion would have no influence on the Canadian dollar. The Canadian, eeo- nomy Is tied down with, the American economy.
