Circulation Telephone Editor and. Reporters' Telephone DAILY' EDITION Member of Audit Bureau of Circulations THE LEADERSPEAKS T. D. Pattullo, leader of the Liberal party in British Columbia, made clear his position last night on a number of matters. He came out strongly for the completion of the highway between .Prince Rupert and Terrace, for the reconditioning of the present highway on Graham Island on the Queen Charlottes, for putting the unemployed to work for real wages, for a refunding scheme by which interest rates will be lowered, and for better treatment for the niiinicipalities and schools. Many other matters were dealt- with but these would have a strong appeal locally. A POWER IN THE LAND If T. D. Pattullo is given a good majority in the next legislature, there is no doubt that he will be a power in the land; People will know who is premier and what he stands f6r. Legislation in the interests of the masses with a fair deal for all will undoubtedly be passed, financial conditions will be improved and the unemployed will be given work. That will make the whole province prosperous. PENNANT IS NOW CINCH New York Giant Capture National Flag. ' Pattullo Tells Large How Party Wouli Meet Problems (Continued - that party government could not be '''done 'away with. There were now and there would always be two par 5-00- ties the "Ins" and the "outs." 10 The Liberal leader stated that his party now.had 45 candidates In the 3- field for the 47 seats in the leglsla-9-00 lure, jh candidates of the party werevof excellent calibre. Out of the 140 45 candidates. 19 might be said to 02. belong to the "old guard" while the 15 cjemand for new blood had. been 3 met bj? putting 24 new candidates in the, field. The. party was ready to take over tomorrow and adraln Ister the affairs of the province efficiently for the benefit of the people. The financial structure of the irovlnce would have to be over hauled, declared Mr. Pattullo. The province could not continue to go an paying Interest rates of seven the eight percent Education was another important problem which was being felt locally through the raising of the age for children entering school and the imposition of fees on children over 16 jrears of age. The Liberal party was pledged to go thoroughly Into the whole question of education. Provincial - municipal financial relations would also be thoroughly reviewed by the Liberals if returned to power so that the municipalities might be permitted to look aftei their Interests and survive, Thi Tolmle government had placed additional burdens on the municipalities and. at the same time, had withdrawn some of their sources of revenue. In promising the attention of the Liberal party to a policy of market extension. Mr. Pattullo urged the Importance of cq-operatlng with the United States with a view, if pos. sible, to having timber restored to the free list and the duty on fish removed. He would also collaborate with the federal and other provin cial governments. Unemployment Turning to unemployment, Mr. Pattollo felt that the present dole system was breaking down the morale of the men. Children were being charged to go to school on the one hand while, on the other, no provision was being made for their employment. The Liberal party proposed to use the national credit to Initiate public works. "If the national credit could be used to build the great railway systems and to fight the war. why cannot it be used for a war on poverty?" asked, the Liberal leader. A volcev- 'The banks won't let you have It." Mr. Pattullo The banks will let is do It because they won't have the y whether they will let us or not: Applause.) Here Mr. Pattullo prophesied that the federal government would soon t lending inoney to the provinces without interest at all to assist them In financing public works. The present system of production ind distribution of wealth, declared Mr. Pattullo. was wrong. It was the Liberal policy to do what It could to change It and also to use its influence In the matter. It was essential that purchasing power should be restored to the hands of the people. Wlthgut this there could be no return of prosperity. Under the public works policy which the Liberal party planned to Inaugurate, it might be possible for Prince Rupert to have Its road In three or four years. Mr. Pattullo suggested. The speaker reiterated his former belief that the route should have been via the canneries and thus bring an easily accessible revenue to Prince Rupert. Conditions for road-bulldtng to day were different than ten years ago. Inclusion of the road under national program then would have seemed ridiculous. Even at that he had hoped to spend $200,000 or $300,000 a year and put it through In ten years or so. "That road was started under me and It Is going to be finished under me," declared Mr. Pattullo after some questions had been asked on the subject. Economic Council Mr. Pattullo described the Liberal plan to establish an economic council, the membership of which should conslst of. representatives of the various avenues of endeavor such as health, agriculture labor and Industries, for the. purpose of Studying Industrial and social ef fort in the province and suggesting means to the government of cor Audience from page one) rellatlng these efforts. Such a com-mlttee would familiarize Itself With Intra. Inter-provlndal and foreign) trade and also study such problem j as production and consumption, marketing pf products, number of hours of work per day and days per week and the standard of wages and commodity prices. The Liberal leader expressed his appreciation of the electorate of Prince Rupert having, supported him so consistently through the past years. The people here hid been faithful to him and he believed they could expect he would be faithful to their Interest As far as the Liberal party in the province as a whole was concerned, he was con- fldent of a clear-cut majority. In view of this, he believed that the )eople here would be Justified in re luming him to office and he asked that a "solid north" be sent with him. Other Speakers The meeting was presided over jy O. W. Nickerson. Major 8. F. M Moodle of Victoria. Liberal organ izer for the province, and Qol Hanson, MP. for Skeena, were also ard briefly. Major Moodie spoke of the poli tical situation In the province. The Independents he described as being Leally Conservatives now attempt' lng to get Into office again by the sack door in view of the realization hat the Tolmle government had been such a failure and the "non- jartlzan" movement of Mr. Bowser's ulch an "absolute flop." While some of the alms of the O F. were, to be approved of' and vere actually contained In the Lib eral platform, some of the methods of this party were "entirely undemocratic " Major Moodle condemned the inner group of nine in whlc o much powe wa s vested. No com--vunity could even choose a candi date unless he- were approved b this inner circle. "I don't believe there will be handful of C. C. F.'s elected or that the people of thtaVprovlnce are gor ing to be hoodwinked by former Conservatives posing as tndepen predict that the Liberals wilt have an overwhelming majority." The Liberal party, said Majo Moodle. was happy In Its leadership had a splendid slate of candidate' and a real program which had been evolved In an open and democratic manner last fall at the largest political convention ever held In the province. Olof Hanson thought the only hope for British Columbia lay In tutting, in practical men with experience under outstanding an courageous leadership such as that -f Mr. Pattullo. Mr, Nickerson. who reminded the audience that he had opposed ths Liberal party on occasion In the oast, urged that it would be advii-ble for Prince Rupert to have a .'rlend In the captain of the ship titer November 2. Need of government support In municipal finance' particularly would be essential U 'he city were to survive.
