Most people wil agree with him in that. It was intended to be only a tern pprary expedient but conditions proved worse than were expected and the relief army grew until it assumed im mense proportions. Of course it was abused, and even where it was not, it had a bad effect on the recipients. - Many people have been trying to find a way to prevent a recurrence of the conditions of the past few years. A new political party was formed with leaders chosen from socialist ranks, pledged to change the whole economic system and because of the apparent failure of the old system it received a large measure of Support. All sorts of systems have been proposed but none have so far been accepted by the people. ' What will probably be done will be to move along the old British way of building a new constitution step by step rather than by adopting the revolutionary Marxian system and plunging into something of the workings of which we know nothing. Russia set out on a political venture based on the "dictatorship of the proletariat" and after riiillions of lives had been sacrificed and untold hard-iships brought upon a huge section of the people they have arrived at a system of state capitalism which does not seem , -to have been contemplated in the beginning. We are not 'criticizing the Russians who were ruled under a pernicious- i,ayKtem prior to the revolution, but all we wish to point out "'isiihai ho one can tell how any of the theoretical systems '.will work out. All we know is the tried systems. We know . of their abuses and they make us desirous of a change.
