Nor -will it tend to-cheer those who may have still held glimmering1 hopes of an armament race among the great nations being averted, It is becoming increasingly apparent that the nations are afraid that they are risking their security by setting an example of disarmament for the world. It is unfortunate if, as many people believe, the makers of death-dealing armaments, interested in making profits f.or themselves at the cost of civilization, are really at the bottom of this refusal of the nations to disarm. But, even if the peace-loving people of the world cannot succeed in prohibiting the manufacture of armaments, there is still a chance that they may be instrumental in preventing their use man against man. If they are unable to- do so, it will be a sorry thing for the future of the world and its peoples.
