This statement may not meet with general approval but it is a fact No part of the Empire can slough off its Take specific instances. If war were declared by Britain and the enemy thought Canada was the most vulnerable spot in the Empire, Canada would be attacked. We may not like that but it is quite within the realms of possibility. On the other hand, if an enemy were preparing to attack Mon treal or Quebec or Halifax or Prince Rupert, the British Navy would lose no time in coming to their defence. The only alternative to taking part would be for Can ada to declare that she was through with the Empire and would disassociate herself from British activities for all time. This Canada would not do. When any big Question involving British foreign policy which might involve peace or war is under discussion, all Dominions are consulted before action is taken. This in itself involves the right of each to take part unless they publicly object to the action being taken by the others. While undoubtedly the people of Canada, as a last resort, have the right to decide the attitude of the nation in regard to any question, it may be taken for granted that, as the Empire goes, so goes Canada. Should war break out in which the Empire is involved, it is hardly possible that Canada would be out of it many days.
