Harvey of the legal firm of Wil liams, Mahson, Brown & Harvey before the Prince Rupert Gyro Club It its regular weekly luncheon In ancient times, Mr. Harvey said, state punishment was exercised merely for offences against the state and not for such acts as murder, robbery, etc., the score for which it was customary to settle privately by means of vengewnce. (n those days capital punishment, about the only form of state punishment, was often barbarously im posed. If people offended against the state they were put to death. Massacre, but not individual kill- in!?, in China In early times had been an offence subject to state 'punishment as had been killing of one's close relative in Japan and patricide in Egypt. In more mc idlcval times, the taking of life be 'came subject to state punishment, not so much because the act of killing was considered wrongful but because it had the effect of caus ing feuds. Not so many hundred years ago, Mr. Harvey told his listeners, there were no less than three hundred offences, many of which today would seem quite trivial, that were punishable by death. Under modern British law capital punishment could be Imposed for but four crimes murder, rape, piracy with violence and treason. ' During his address. Mr. Harvey discussed a few instances of sur vival in more recent times of an cient customs in connection with Infliction of capital punishment. As late as 1795 in Canada a man found guilty of treason had been ordered hanged, drawn, beheaded and quar tercd. Early In the Nineteenth Ccn tury? an eleven year old boy had been sentenced to "be hanged for a particularly brutal killing, but he had been reprieved. The speaker stated that he had no moral to draw in connection with his, remarks unless It might be to. observe that, In spite of so much that one heard about "the good qld days," modern times were not so bad "ln-some 'respect. "At leusi one can associate wun gyp Mca, If one cares to, today or may do a little innocent poaching with out having to be In fear of being executed for so doing,' .he remar ked. The luncheon was presided over by W. H. Tobcy, president of the club, wha.,cxtended., to Mr. Harvey the thanks of the members for very Interesting talk. .
