It goes naturally with the shortening of hours of labor that young people .shall not be taken into actual industrial life too early. For the past two or three years there has been nothing for the young men to do and under those conditions it is a crime to keep them out of fchool and turn them on to the streets. Evidently under the new School Act the municipalities are to be relieved to some extent in the payment of school teachers and this will undoubtedly mean that the salaries of teachers will be kept at a reasonable standard. IMPROVEMENT IS GENERAL There is no doubt in the world about business conditions being generally bette) Factories in the east are increasing tlieii- output and farm products are being sold at a price that gives )me return to the farmer. Almost daily some document comes to the Daily News office which indicates that there is an improvement in conditions. Governmental reports received as-late as yesterday show that there is an improvement in employment conditions, in prices and in exports over imports. While wheat stocks in Cnn.ndn nr. higher today than they were a year ago, the market is slightly better. The price has been stabilized to some ex tern ty trie government and thus speculation in wheat has been greatly lessened. The difficulty in connection with the improvement is that men who hatfe been or are out of work find themselves forced to pay higher prices than formerly. These men are still looking to the two governments at Ottawa and Victoria to make it possible for them to earn their livings respectably, instead of being forced to take the miserable dole. Legislation is promised at Victoria and promises have been made at Ottawa but it is a long time to wait for the men who are wanting work and wages.
