This is the time of supreme opportunity for strong men in Can-
adian politics. The candidate who steps forth with the standard of
Liberalism in the present campaign has a chance for great national
service which rarely comes twice in one generation. The occasion
makes appeal to all that is strong and patriotic in Canadian citizenship.
The issue is clear-cut. It involves not only enlarged opportunities
for trade, but also the primary and esscntial rights of free and respon-
sible self-government.

The principle at stake in this campaign is the fundamental prin-
ciple of historic British Liberalism—the right of free people to govern
themselves without the obstruction either of special privilege or of
selfish private interests. To fight for that principle is the chance now
offered to the Canadian peopie. To be leaders in that fight is the duty
and the inspiration of those who may be candidates for Parliament
in the Liberal cause. Never in Canadian history was the chance
greater or the cause worthier of public service and personal sacrifice
from the greatest Canadians.

If the Liberal cause wins in this appeal to the people there will
come enormously enlarged opportunities for trade in Canada’s national
products. It means the chance to sell and the chance to buy in the
best markets. That will be a great thing for the people of Canada.
But a still greater thing will also be secured; a firm forward setp in
Canada’s nationhood alike within the British Empite and among the
nations of the world. To have a share in the triumph of such a cause
is the chance now offered to the strong men in the constituencies of

Canada.

 

Were the campaign of the Opposition to succeed, that success
would delay the day of better trade relations for Canada. That day
has been too long delayed. Sir John Macdonald and his colleagues
sought to hasten it. In his turn Sir Wilfrid Laurier and the Liberals
took up the cause. Now the chance has come. Events which were
not on the program of either Sir John or Sir Wilfrid have forced the
issue from the other side, and the better trade arrangements which
Canada has always sought are now formally offered by the President
and Congress of the United States. This offer was long and bitterly
fought by the organized beneficiaries of high protection in all the States
and on the floor of Congress. But the cause of the people won against
the blinded and selfish arrogance of the privileged interests. It only
remains now for the people of Canada to defeat the same arrogance,
similarly organized in Canada, similarly blinded by selfish interests,
‘and similarly euqipped with funds from similar corrupt sources. The
Canadian people can do it. They can do it now. They can do it with
even greater decesiviness than it was done in the United States. To
lead in the doing of it is the part of all who are called to be leaders
of the campaign in the Liberal cause.

THE MASTER MIND OF CANADA

The official blue book issued by the British Government, con-
taining a precis of the proceedings of the Imperial Conference, has
reached Ottawa, and a perusal of its pages shows that Hon. G. P.
Graham was quite correct when he stated at Montreal that everything
which Laurier opposed was defeated, and that everything which he
proposed was adopted.

The outstanding feature of the proceedings is the unanimity with
which all the delegates united in support of the principle that the
only true basis upon which the Empire could be united was, to quote
the words of Premier Asquith, “units indeed, but units in a greater
unity.”’

This was further emphasized by Mr. Asquith’s declaration upon
Sir Wilfrid’s proposition for a commission of enquiry into the trade
and resources of the Empire, that ‘‘in matters of policy the United
Kingdom and the several dominions were, and must remain, its master
in its own house, and every self-governing State in the Empire must
pursue such a fiscal policy as in the opinion of the majority of its
citizens, was for the time being best suited to the requirements and
conditions of their own country.”

The results achieved in the defence committee are not stated,
but it is evident from the summary of the speeches that there was
general unanimity in support of the various policies adopted by Canada,
Australia, and New Zealand. In this connection, it is important to
note that Premier Asquith declared that the discussions had resulted
“in a most satisfactory agreement which, while it recognizes our com-
mon obligations, at the same time acknowledges with equal clearness
that those obligations must be performed in the different parts of the
Empire in accordance with the requirements of local opinion and local
circumstances.”’

ally a thing of perfect beauty—all
fine, steel springs covered with
pale brown velvet. When he stood

Although by birth and tempera-
ment an aristocrat, his breeding
had not impaired his intellect.
He literally had a fine mind. I
think of him as a kind of canine
Macaulay, except that he had
about him a touch of mysticism;
he heard sounds and smelt odors
and saw things that no one slse
could.

sacrificing attachment to Spy was
as if he appreciated that Spy
the real thing, and that he
only a clumsy imitation. Spy
kind to him; at times it seemed
to me that Rowdy’s society even
mildly amused him, but his kind-
ness was unmistakable that of
royalty for some lowly and devoted
dependent.
