FAVORABLE TO MUNICIPALITIES The report of the Municipal Commission which has just reached the city is decidedly favorable to the municipalities. It makes a number of interesting suggestions, some (if which will not be very well received locally. Objection will be taken by many to the proposal that improvements should be taxed on at least fifty percent of their assessed value. On the other hand there will be general agreement that social services and unemployment relief should not be assessed against the land. Also those who ha,ve had anything to do with municipal financing will agree that tlu present revenues of municipalities are insufficient and that there is a just claim upon the provincial government for aid in relieving them from some of the burdens thej now bear. The renort will set people thinking about municipal af fairs and possible changes that may be made in the present municipal law with a view to revision, if not this year, a) any rate next. Old Handball Court is Now Being Removed The old handball court on Fulton 1 Street near the City Hall is now be-; ing demolished so that the ground may be used this year in the extension of the gardens of the police department.
