Doors of Courts to Be Closed To Foreign Security Holders Who Refuse Refunding Here VANCOUVER, April 17: (CP)-Inihe course of an address yesterday before the Vancouver Board of Trade on the subject of "Legislation of the Last Session," Hon. Gordon Sloan, attorney general, made the important statement in regard to British Columbia bonds that those bondholders residing outside of Canada who do not accept the government's offer of conversion will not be permitted to take their case to the courts. Authority was given in the Revenue Act passed at the last session of the Legislature to close the doors of the courts to foreign bondholders who do not accept the refunding offer of the government, Mr, Sloan declared. "Under this Act," Mr. Sloan stated, "to the man with bonds we say: 'We will give you one hundred cents on the dollar for your bond or take it back at a lower rate of interest.' I don't say when that power will be exercised." Mr. Sloan said that no one wished to violate the sanctity of contracts but it was impossible for the province to continue its financing as it had been
