Expenditures increased over the previous year but income increased to a much larger extent, the total increase being thirty-eight million dollars. The railway de-icitdecreased by ten million and at the close nf the fiscal year showed a loss of forty-eight million dollars. The national deficit of twenty-two million dollars of last year has been converted into a surplus of nearly three million, a most happy state of affairs were it not that the debt of the Dominion during the same time was increased by one "hundred and seventeen million dollars. However, the conr dltion is better, which is something to be thankful for. GENERAL REFUNDING Probably the most interesting feature of the budget speech is the announcement that a general refunding scheme js planned, one which may include the provincial and municipal debts. This is the feature of the budget whidh is particularly nleasimr to Premier Pattullo. who& tfitfcrvieW we publish today.
