(Continued from Pa 1 bases at St Pierre and Miquelon. j The fishery problems that had1 to be settled between the United j States and Canada had been a con-1 stant source of friction since thei Declaration of Independence. The treaty of 1783 dealt largely with the fisheries. Following the war of 1812 it was found impossible to agree and hostilities threatened to break out again but in 1818 United States gave up her original claims. However. In 1845 open conflict again threatened and the Treaty of Washington in 1871 again dealt with this problem. In 1888 a new treaty was made but was turned down by the Senate of the United I States and It went to arbitration, differences being evenually setUed at The Hague where the rights and privileges of each country were exactly specified. I Since that time efforts toward J co-operation have taken the place I of disputes. About sixty years ago a new era In the fishing Industry commenced. The application of steam to fishing vessels accompanied the extension of the railway systems and artificial refrigeration all of which tended to make a wider distribution of fish so that fresh fish was supplied to almost every part of Europe. The North Sea convention provided for international policing of the North Sea and the interna tional council for exploration of the sea followed with headquarters at Copenhagen. On this coast a beginning of cooperation was the Pelagic Sealing treaty which was followed by the present arrangement whereby the seals were protected and the kill ing of a limited number annually at the Priblloff Islands permitted The result was that the seals In creased and would continue to In crease. The Halibut Treaty was adopted In 1923 and became effective the next year. It originally provided for months' close season. In 1930 this was extended, giving the commission power to regulate the fishery. The result of this measure of protection was that the quantity of fish was Increasing. Spreading out of the catch in such a way as to regulate the market and. secure better prices for the fishermen was largely a fishermen's problem. Naas River Speaking finally of the salmon fisheries and the desirability of better protection, Dr. Found stated that the Naas River was In a somewhat similar condition to the Fra-ser. International Investigations were proceeding and International action would be necessary to conserve the fish In that river. The trend of thought today was toward co-operative action between na tions In the fisheries. Brief remarks were made by each member of the com mission in which the Junior Chamber was complimented on its enter prise. Found, deouty minister of fisheries, Is busy with many meetings, conferences and other such gatherings. Yesterday morning soon after Dr. Found's arrival, halibut boat owners and fishermen were in session with Dr. Found and other members of the International Fisheries Com mission preparatory to the public hearing this morning by the commission.
