February 8, 1935 Every movement m this world depends very largely on. its executive head. If the moving spirit has enough enthusiasm he can do wonders. Take, for instance, this Hornby land settlement scheme of which we have been hearing of late. Why is it. that it has made such headway as to prove likely to become an accomplished fact? What has caused the British Parliament to commence to grapple with, it, legislators to listen to it and public bodies everywhere to endorse it? Let it be granted first that the- scheme has in itself intrinsic merit and that it has been worked out as a result of the application of brains to experience. Even with that good start, i t would have lain dormant for centuries if some one person had not put into, it all the enthusiasm of youth and carried out a campaign with the diplomacy of age and experience. Brigadier General Hornby is not a young man by any means but he is young in spirit and old in experience with men. He has devoted his energies to the work which be has had in hand. He has been able to en thuse others who have joined him: in the work until today he has brought the scheme to a point where it is pretty well ready for action.
