It might also soon be opportune tor British Columbia to spring its refunding loan, especially if the outcome of the conference of premiers results in British Columbia's claim to better treatment being recognized. HOW TO KEEP THE PEACE Anyone who studies history can plainly see that no nation can to neglect its defences. When Great Britain decided to Imri thf in reducing her navy, it was construed as a sign of decadence and, now that she has been taught her lesson, she is about to bring it up to' strength once more. I It is all very well for us to say that in this country we have no need of defences. As a matter of fact we have taken refuge under the Monroe Doctrine of the United States and under the shadow of the British Navy. If it had not been that the two largest navies in the world were looking after us we should have been gobbled up years ago by some nation In need of territory "for colonial expansion. Canada has been following a dog In the manger policy. We have been preventing the settling of the country by Orientals and Southern Europeans while making no effort to fill up the vacant lands with British people or those of Nordic blood. These vacant lands will be a great temptation to other countries until they are occupied. The best defence we can make against possible invasion is to settle our farm lands with a good type of people. Possibly this is where the Hornby plan may prove helpful.
