DUNNING' S WEAK POINT 98 88 1.11) .1)2 .2ft Monday, March 23, 1936 The Weakness in the Dunning scneme to compel pro vinces needing federal aid to. hand over control of their ' finances is that the federal government is- as anxious ds jf are the province themselves that not one of them shall default. If there were" a "bankrupt province, it would cripple all provinces. The western' provinces- Manitoba, Saskatchewan, Alberta and British Columbia are important markets for the manufacturers of Quebec and Ontario. They seem to be necessary evils. They are in something the same position as the unemployed in Vancouver who are mostly people who have come in from the surrounding districts and spent their money , in- the city and then they ask the city to keep them. Without these outside people, now on , relief, the city would be crippled. Without the western provinces the provinces of Ontario and Quebec would be seriously crippled. We are necessary to" Ottawa and so is our credit and good name necessary to Dominion credit. So we, the western provinces, go to Ottawa in time Of stress and say: "You have sold us your goods. You have ' sucked us dry with the prices you charge in a protected market. You have built up your businesses at our expense. So now you must do something to help us. We do not come , to' you as suppliants but as members of the same family who have a right to ask payment for what we do for the rest of you." Premier Aberhart is right when he demands help in his refunding scheme and in asking loans so that the pro vihce of Alberta may p'av its debt. In his stand he will probably receive the backing1 bf: all the western provinces for all want a debt refunding. We suggest that the west should make this refunding the price of adherence to the confederation scheme. Without the west, the east would languish. If the business of the west is worth" anything, that price should be paid. It will take a cleverer man than Finance Minister Dunning to fasten a 'yoke about the necks of the western' provinces, taking advantage of their need to enslave them f inancfally.
