This would be in at least a measure provided by the plan to classify lines of business. In concluding, Mn Alder stated that he had no desire of pushing this matter down the throats of the merchant. As it would be necessary, if action was to be obtained this year, to get the formalities of bylaw amendment completed by July 15, he had decided that more time should be taken to permit of thorough discussion with a view to arriving at an amicable settlement. Therefore It had been decided to defer action for six months. Retail Merchants Side Speaking for the Prince Rupert Retail Merchants' Association, George Hill suggested that, if there was to be -classification of lines of business, the organization of the merchants be approached and ample time be given to con sider. The plan of classifications, as now outlined, was not considered entirely equitable. The merchants would be pleased at all times .to co-operate for the benefit of the city. Mr. Alder replied that he would be pleased to consult with the merchants. The matter of peddlers' licences was. brought up by Mr. Hill. Only today there had come up a case of peddlers evading paying their li cences by doing business on the licence of a retail merchant. The merchants could have no complaint against peddlers so long as they paid the licence as set down in the bylaws. They did, however, believe that evasion should not be The question of the carnival comDanv at present operating in the city was also brought up by Mr Hill. It was felt that this concern should be paying the proper licence of $100 per day as provided for cir cuses. ! Mr. Alder replied that the city had been governed by legal opinion on this matter. It had been felt that the $100 per day applied to' full circuses and not to such a small outfit as was now here. In Victoria this outfit had been charged $20 per day and, as it had rained every day it was there, the city had remitted all but one day's fee. Foster Willan pointed out that the merchants were already burdened with the two percent sales tax increase.
