TROUBLES OF AN AUTOCRACY Plots and counterplots are inevitable in any country where there is an autocratic-ruler or a dictator. That was clearly shown in Russia this week when several of Stalin's former supporters conspired to kill him and then seize the reins of government and assume the dictatorship for one of themselves. The dictator has to be constantly on the alert to defend himself against ti'eachery. Study of history shows that, while a dictator is sometimes necessary or at least highly desirable to restore order from chaos such as occurred in Italy when Mussolini seized the government by force, as a continuous policy it breeds plot and counterplot and causes general discontent. There is no safety valve for the changing emotions of the populace such as. that provided by periodic elections. In Russia, when the government was weakened by corruption and war, the middle class people brought about a rebellion in which the Czar was removed. Veiy soon there was a counter revolution of the Marxian type followed by a dictatorship of the proletariat which later became a dictatorship of one man. That the general condition of the country improved under the proletarian dictatorship cannot be denied. And yet the people'are not satisfied. In fact the people have little say in 'the matter. With a huge army ready for action, no popular movement has any hope of success. While the people in British countries are usually dissatisfied with their governments and with the administration of affairs, they have a way open to them to right wrongs or to make changes. They are able to do this without killing each other and the way lies open for steady advancement with every person directly interested in the affairs of the country.
