Instead of being $25 a month it is now suggested it may be" as low as $5 'a month, one fifth of the original promise on which the election was won. This is not any higher than relief payments which had been paid in real money without the aid of credit certificates. Possibly it will be found before the schemo. is in operation that the plan is not so very wild after all. . LOCAL FISHERMEN'S CASE Yesterday we published an article by Dr. W. F. Thompson, head of the scientific staff of the international Fisheries Commission, in which he defends the aoti nn rif the commission in its efforts to conserve the halibut. While recognizing the splendid work the commission has done already in helping to keep the banks productive, we suggest that there is cause for dissatisfaction on the part of the local halibut fishermen. It was never the intention of the framers of the treaty that arty injustice should be worked against any particular group of fishermen and it must be acknowledged that the treaty has worked out badly for the fishermen with the small boats, and the Canadian fleet is essentially a fleet of small boats. We do not think the Canadian fishermen want to throw over the commission or anvthinrr that dm stir, hut tw An think that the commission Should be able to so revise its system as to make the restrictions apply equitably to all parties concerned. The article by Dr. Thompson did not seem to meet this problem.
