City Engineer Davis wishes to remove from the minds of residents across Hays Creek, and of citizens generally, the misapprehension that ‘‘the mains are frozen."’ This is not the case. The city engineer water officials on the job long before the sudden frost spell, and has their assurance now that not a single water main all over the city, nor any hydrant is sealed by frost. As for the stand pipes over the creek, which some residents there complain are frozen, the city engineer has as- certained that no levy of any kind has been made upon these resi- dents for thsee stand pipes, and the leats the citizens using them might do is to protect them from the frost. The work which is to cost $75,000 involves the building of sewers from a point near No. 8 Comox avenue, to the temporary outfall not far from where the salt water meets fresh in Hays Creek. Later on the plans include the laying of sewers from that temporary out- fall to the sea, but until the new dry dock and ship yards are more advanced in construction this part of the work must be deferred.
