A similar protest was also sent by Germany to Japan. The protests followed the con tinued bombing of Nanking and Canton. Earmarked for destruction as the seat of Chinese resistance, Nanking was not raided today, the Japanese being, apparently, Impressed by the seriousness of protests by four powers against the unrestricted bombardment of civilian population.
