Mights Upheld by Hurling Javelin Into Sea FILEY, Eng., July 27: (CP) This ancient east Yorkshire fishing town has witnessed the repetl tion of a scene that has been enacted once every seven years for more than seven centuries. When the tide was- at its lowest a horseman entered Filey Hay and, advancing as far as his steed could carry him, cast a javelin seawards. Thus the right3 and control of I he Lord of the Manor of Filey and Hunmanby over the waters of Filey Bay were asserted and maintained. Dring the crusades Richard Coeur de' Lion told the Lord of the Manor: "When you get back to Yorkshire ride your horse as far as you dare in Filey Bay and then throw your javelin. Where the javelin lands shall be your boundary." The Lord of (he Manor at the time was an aslute man.'o He selected the month of September for the javelin throwing because then the tide was at its lowest. Afterwards he met King Kichaid at York and was asked if he had Ihrown the weapon. He replied that he had ridden his horse as far out as he dared and then thrown it and if the King could show him on a man where it fell he would be satisfied with his boundary. If he. could not. he would claim, the. same rights as the Crown did round other parts of the coast. So, although the javelin is thrown, a three-mile limit is claimed. Sir Denis Readett-Bayley, pres ent Lord of the Manor, evplaincd that by throwing the javelin once every seven years he gained the power to exclude Hull and Grims by trawlers from Filey Bav and kept the fishing rights for the r iley fishermen. It was not neces sary for the Lord of the Manoi to throw the javelin' personally., he said. Frank" Skilbeck performed the recent ceremony. Members of the Skilbeck family have carried out the office for several hundred years. Frank now is more than 80. On some past occasions his son and grandson have ridden out into the water, but old Frank wanted to celebrate his re pent second marriage by throwing the javelin once more.
