It means that, despite the City Council's withdrawal of | objection to the railway plans, the citizens who purchased | property on Cow Creek with the idea of using it as water- frontage are not going to have their rights sacrificed. Cow Creek is the only piece of waterfrontage in Prince Rupert that has been purchaseable by private citizens. The| action of the railway company in blocking up the entrance of | the creek without securing sanction for their plans was a high-handed piece of work that robbed the property owners of Cow Creek waterfrontage of the especial value their property possessed. If the railway counted on being able to carry out their work by force, to hush up opposition later, and then to se- cure a sanction with the help of the City Couneil’s cringing letter, they reckoned without the Chairman of the Railway Commission. He has had too much experience with the ways | of little opportunist councils of tradesmen, holding office for twelve months, to be affected in his judgments by any consid- eration save that of justice.
