LONDON, July 5: Hope has died for the preservation of neutrality in the Spanish civil war. Three crack battleships, all reconstructed to withstand the fire of late model airplane bombs, their anti - aircraft batteries doubled, have received orders to join the fleet in what is now the world's most dangerous sea. The three ships are the Royal Oak, Marlay and Warspite. The latter two are said to be the "hardest hitting, best protected" warships in the world. News from all capitals is grave. Paris reported a Spanish loyalist charge, transmitted by the "Agence Espagnc." that Italy was speeding war planes to nationalist Spain. LONDON, July 5: (CP) Formally rejecting the Anglo-French proposal for taking over the entire non-intervention patrol of the Spanish coast, Germany and Italy have offered counter-proposals including one that belligerent rights be accorded both theSpanlsh government and insurgent regime. They declare that the "patrol system by four powers has utterly failed" and that, by receiving the status of war, both sides would "assume toward neutral states full , responsibllty for the conduct 'of ! warfare in air, on land and on sea." 1 Great Britain and France proposed 1 to take over the patrol after Ger many and Italy withdrew irom me sea cordon following alleged submarine attacks by the Spanish loyalists on the German cruiser Leipzig. The blunt refusal of Count ,Dino Grandl. Italian ambassador, and Joachim von Ribbentrop, Ger man ambassador, to approve the Anglo-French patrol brought a speedy end to the sub-committee session which lasted less than two ' hours. Meantime, Europe's "Hands Off Spain" conferences being ftale-mated over opposing proposals for Isolating the civil war, it has been decided to call In all twenty-seven non-intervention powers for a full the situation this week. There may complete abandonment of nonintervention if no solution of the of normal commercial relations. Spanish Foreign Minister Jose Gerard Preira is reported to be In Paris to make arrangements for delivery of war materials. FEW FIRES HERE During - the month of June there lowing last Thursday's Irish Free State general election indicate Inconclusively that the de Valera government may obtain a majority In the new Dall although reduced from what It enjoyed in the last Parliament. So far it has a lead of two seats. With 28 of 138 seats unreported, the seat count Is as follows: Fianna Fall, 56; Fine Gael, 35; Independent, 11; Labor, 7; Independent Labor, 1. The result has been disappointing to de Valera who was confident that he would Increase his Parliamentary strength. The new constitution which he sponsored has evidently been ratified but only by a narrow margin whereas the President had expected that it would be overwhelmingly approved.
