ENGINEER AND THE “WATERWORKS TENDERS Yesterday the News in raising the question about the peculiar | o manner in which it is proposed to harass the station gangs, elimin- ate the competition of the contractors and allow the City Engineer to put in an irresponsible bid for the pipe trench cutting, referred to | the City Engineer as having estimated the cost of the retaining} wall work at $8,000. This latter incident, which was used by way of illustration, the City Engineer says is unfair to him as it refer- red to an embankment guard and not to a retaining wall. The) News accepts Col. Dayis’ word on this matter, and regrets that an unfair deduction was drawn from‘his $8,000 estimate. The incident however, does not affect the value of the criticism | offered by the News, for Col. Davis in the same conversation ad- mitted that his intention is to put in a bid for the work, and that if his bid is accepted he will carry out the work by day labor. He further admitted that the citizens have no guarantee that he will be able to carry out the work for the amount of his bid. The reasons offered by Col. Davis for recommending that the work be done “‘by station gangs only’’ are :— (1) To avoid employing undesirable laborers who might be engaged by the contractors. (2) To prevent the work being done by day labor, fillment of the promise to the ratepayers. The News respectfully points out that neither of these reasons are sound. In the first place there is nothing to prevent these ‘“‘undesir- able laborers’’ from joining together in station gangs and under- cutting all the other competitors. In the second place, if the City Engineer’s admittedly irre- sponsible bid is accepted, he proposes to carry out the work by day labor, which is in direct violation of his reason for recommend- ing station gangs as well as in violation of the, promise to the ratepayers.
