The system is anaylzed by Demaree Bess, staff correspondent of the Christian Science Monitor, who has just commenced a serie of articles for his paper. In brief he says: "The Bolshevist system is not one but several systems. Economically, it is a system of state ownership, under which the state has become 'one vast syndicate' to use Lenin's words and all working citizens, directly or indirectly, are employees of this syndicate. Politically, it is a dictatorship of the Communist or Bolshevik party which tolerates no organized or individual opposition. Socially, It is presumed to be a merging of the interests of all individuals into the allegedly higher interests of the state. "In practice, this system or group of systems has placed an enormous amount of power in the hands of a small group of men, the leaders of the Bolshevik party. These men, who all work and reside in Moscow's Kremlin, consider themselves truardians of a sacred cause. Thev are fanatically convinced that their decisions, in this present period, will determine the future not only of Russia but of the whole world. They have imparted this conviction to a large number of Soviet citizens and a lesser number of foreign sympathizers. "In the space of a few years, this little group in the Kremlin has been responsible for almost incredible changes in Soviet Russia. They have re-cast the entire economic and social organization of a continental area. Also a non-permanent air force was established. One of the units in this connection was the local 102nd Heavy Artillery Battery. Some of the officers had already taken courses at Esquimau and others would be going there for instruc tion this summer. Work of modernizing the defences was In progress but the provision of coast defence armaments was a slow and costly business. The success of the militia depended on the zeal of the officers and men. the speaker contended. The country had never been very tree to equip militia units and Canada was today hopelessly "out of date in tint respect. He sugges ted that, if Canada was required to put men' in the field to defend herself, sne would be some time in doing so.
